A Study of the College-Level Examination Program (CLEP) in Florida. Report and Recommendations of the Postsecondary Education Planning Commission, Report 7, 1987.

The use of the College-Level Examination Program (CLEP) was evaluated by the Florida Postsecondary Education Planning Commission. In addition to a comprehensive analysis of research studies relating to CLEP conducted in various states, CLEP policies at state universities and community colleges in Florida were examined. Perceptions of Florida faculty and administrators regarding the use of CLEP were also surveyed, along with the use of the Proficiency Examination Program (PEP). Florida appears to have the most comprehensive state policy regarding CLEP. Although use of CLEP general examinations has decreased significantly in Florida and nationally since the mid-1970s, the Commission concluded that CLEP general examinations should be continued. The Commission recommends, however, that certain research activities be completed before a final decision is made on the CLEP general examinations in English composition and mathematics. The Commission believes a consistent state policy on the use of CLEP and PEP, and other nationally-standardized, credit-by-examination programs included in the articulation agreement is essential. There is no evidence to indicate that students who receive CLEP credit perform at a lower level than students who do not receive CLEP credits. It is concluded that CLEP and PEP are not for all students; however, they provide a valuable option for advanced students and those seeking other higher level coursework or time-shortening college opportunities. Appended are survey results and information on CLEP policies at Florida universities and selected community colleges. (SW)
