A "Second Chance program co-sponsored by Allegheny Ludlum Steel Corp. and Allegheny County Community College in Pennsylvania to provide workers with the opportunity to attain a high school equivalency certificate, was felt to be very successful in providing adult basic education to people who have previously shunned standard academic approaches to this problem. 29 of the 38 enrollees qualified for certification.
