Loyd, Brenda H.; Hoover, H. D. – Journal of Educational Measurement, 1980
Three levels of a mathematics computation test were equated using the Rasch model. Sixth, seventh, and eighth graders were administered different levels of the test. Lack of consistency among equatings suggested that the Rasch model did not produce a satisfactory vertical equating of this computation test. (Author/RD)

Burket, George R. – Educational Measurement: Issues and Practice, 1984
The developer of the Comprehensive Tests of Basic Skills scaling responds to Hoover's attacks on Thurstone and item response theory scales (TM 510 173). While agreeing that grade equivalent (GE) scores are presently the most appropriate developmental score for reporting elementary grade achievement tests, limitations and inconsistencies in the GE…

Frisbie, David A.; Andrews, Kevin – Elementary School Journal, 1990
Examines the extent to which kindergarten pupil and teacher behaviors during administration of the Iowa Test of Basic Skills--Early Primary Battery may compromise the meaningfulness and usefulness of the test scores. Although extensive variability in behavior was observed, most teachers followed directions exactly and most pupils encountered no…

Harnischfeger, Annegret; Wiley, David E. – Educational Technology, 1976
The recent test score declines should initiate a reconsideration of basic and advanced skills, skills necessary for a rounded life, consumption, employment, leisure and political action. The importance of achievement test score declines requires a thorough consideration of these issues and questions. (JY) Aspect of National Assessment (NAEP) dealt…

Hoover, H. D. – Educational Measurement: Issues and Practice, 1984
The author addresses issues raised by Burket (TM 510 174) about the Iowa Test of Basic Skills scaling procedures. Further reasons for his criticism of Thurstone scale scores and item response theory scale scores for elementary school achievement tests are given. (BS)

Ligon, Glynn; Battaile, Richard – 1986
In certain situations, grade equivalent scores are the most appropriate statistic available for reporting achievement test data. It is noted that testing practitioners have found that raw scores, normal curve equivalents, stanines, and standard scores are very useful. However, it is best to convert to either grade equivalents or percentiles before…

Perlman, Carole L. – 1985
Due to a concern regarding the validity of Chicago public elementary schools standardized test scores on the Iowa Tests of Basic Skills, a test audit was conducted. The audit was limited to 40 schools. Two schools were selected from each of the 20 administrative districts, with each school testing one seventh- and one eighth-grade class. These…

Floden, Robert E.; And Others – 1978
The authors argue that personnel who select standardized achievement tests have been led to believe that the major achievement test batteries differ very little in terms of the topics they test; but that the content covered by these major tests is different, and that such differences have consequences for instructional content. To test this…

Plake, Barbara S.; Hoover, H. D. – Journal of Educational Measurement, 1979
An experiment investigated the extent to which the results of out-of-level testing may be biased because the child given an out of level test may have had a significantly different curriculum than the children given in-level tests. Item analysis data suggested this was unlikely. (CTM)

Smith, Mary Lee – Educational Researcher, 1991
Examines, in a qualitative study, the role of mandated tests on elementary schools, describing in particular their emotional impact on teachers, who may suffer sanctions or loss of autonomy based on low test scores. Describes some of the curricular and methodological effects of standardized testing. (CJS)

Drahozal, Edward C. – 1986
This paper argues that the standard "When it is expected that a test will be used to make norm-referenced assessments of groups rather than individuals, normative data based on appropriate group statistics should be provided," which was considered secondary in the 1985 "Standards for Educational and Psychological Testing" and…

Greene, Jennifer E. – 1978
This paper reports an investigation of inferencing in Form Five of the Reading Comprehension component of the Iowa Tests of Basic Skills. The first step in the investigation consisted of an analysis of the language of the test to determine how the inferencing strategies employed might serve to mask answers. This preliminary analysis suggested that…

Moore, William P. – 1992
Teacher testing-related attitudes and practices were explored in the context of court-ordered achievement testing in a school district engaged in desegregation. Responses to a mail survey (the Teacher Assessment Practices Questionnaire) from 79 teachers (grades 3, 4, and 5) across 13 elementary schools in a midwestern urban district suggest that…

Cannell, John Jacob – 1989
American school officials almost invariably compare local and national achievement through one of the following norm-referenced tests: (1) the California Achievement Test; (2) the Stanford Achievement Test; (3) the Metropolitan Achievement Test; (4) the Science Research Associates Test; (5) the Comprehensive Test of Basic Skills; and (6) the Iowa…
