Experience-Based Career Education. Annual Interim Report.

To help bridge the gap between school and employment, the Moore-Norman Area Vocational-Technical School District (Oklahoma) developed an experience-based career education (EBCE) program for high school juniors and seniors and out-of-school youth between sixteen and twenty-one years. Project objectives included the following: (1) to serve 150 youth in the EBCE program each year by the third year of operation (during the second year, reported here, a total of 114 youth were served); (2) to place each student under the supervision of a learning coordinator for counseling and experience-site placement; (3) to award credit to participants toward graduation; (4) to develop the capacity to train staff in other school districts who wish to implement EBCE; (5) to develop experience-sites in the community; and (6) to organize an EBCE advisory council. The school administration used a Management by Objectives system to internally evaluate project management and staff. A third-party evaluation team conducted the external evaluation. Participants were administered six sub-scales of the Career Maturity Inventory and the Rotter I-E Scale in a pre- posttest control group design. Even though pre-test data indicated that the two groups were not equivalent, analysis substantiated the pre-hypothesis that personal growth and locus of control were significantly affected by the EBCE experience. Students and parents rated the program favorably. Overall, the third-party evaluation team concluded that the project objectives were met and offered several recommendations for further development.
