Evaluative Study of Cross-Crediting Arrangements between Distance Education Universities.

Cross-crediting, or credit transfer, exists in Australia as a confused plethora of agreements in and amongst tertiary institutions. By and large the student is responsible for initiating or requesting credit for studies undertaken elsewhere, either in the past or concurrently. This study describes the development of an agreement on cross-crediting by five institutions of higher education which provides a model for collaboration in distance education, and suggests steps for its implementation. The agreement allows students to enroll concurrently in more than one institution and be given credit in advance for all academic work completed satisfactorily. The study effort began with historical and comparative analyses of information about current policies on inter-university enrollment. Next, an assessment of the general efficiency of these policies and the degree of existing or obtainable agreement among the institutions and their individual policies was performed. Following considerable correspondence and the circulation of several memoranda, including a draft memorandum of an agreement on cross-crediting, the representatives of the five participating universities reached agreement on principles and practices for cross-enrollment and cross-crediting. This report includes an executive summary of the study as well as a more detailed description of the methodology and findings, a discussion of the major issues involved, and strategies for further progress.
