This report from the governor-appointed Council on Library and Network Development (COLAND), which makes recommendations for updating the Wisconsin Department of Public Instruction's library automation policy, comprises a summary of the council's recommendations and 14 issue papers. These papers, which make up the major part of the report, are concerned with: (1) the role of the Division for Library Services (DLS) in bibliographic database development in the state; (2) the relationship between the Wisconsin Catalog (WISCAT) database and OCLC (the Online Computer Library Center) database; (3) systems for adding MARC records and library holding information to WISCAT; (4) quality control in WISCAT; (5) forms in which WISCAT should be produced and how it should provide access to information; (6) the format of WISCAT output; (7) agencies responsible for funding WISCAT; (8) how interlibrary loan should be automated; (9) the role of DLS in automating small libraries; (10) the role of DLS in funding and providing access to online database services; (11) the role of the public library system in planning and implementing automation at the area and local levels; (12) whether DLS should support remote access mechanisms for use with automated library systems; (13) whether DLS should support linking mechanisms between automated library systems; and (14) how DLS should cooperate with academic and special libraries in the area of library automation. Each issue paper includes the council's recommendations for that area, and cost analysis scenarios for issues 5 and 7 are appended. (CGD)
