This article discusses a conceptual model for understanding, describing, and explaining personnel selection processes and activities. Four theoretical strands--decision theory, impression formation, inference theory, and rating theory--are woven together as the basis for a proposed model to be used by administrators who are selecting teachers. Retention of students during the elementary years has been suggested as a possible reason for future difficulties in school. Procedures should be established by the schools to prevent retentions. Decision-making criteria are offered for when retention seems to be the only alternative. (DF)
