Meeting the Needs of Handicapped Learners in Vocational Programs. 1985-86.

Activities of a Pierce County, Washington, cooperative established in 1983 to unify the delivery of instructional services to secondary special education students in a vocational education context are reported. The report is divided into two major phases: Phase I, A Determination of Secondary Vocational Education Staff Input and Involvement in the IEP (Individualized Education Program) Process, 1985-86; and Phase II, 1985-86 Enrollment Patterns of Handicapped Learners in Vocationally Related Programs, and Identification of Corresponding Goal Statements on Student IEPs. The data indicate that vocational education staff are currently more involved with handicapped learners, participating, for example, in the IEP process; that more handicapped learners are enrolled in reimbursable vocational education programs both numerically and as a percentage; and that more content-related goals appear on the IEPs of participating students. However, 70% of the students in the baseline (1983) period were exposed to the options of a prevocational class or unpaid work study, while currently just over 40% of the students are exposed to those same options, with career awareness and other types of alternative programming increasing in emphasis.
