Zero Tolerance as Public Policy the Good, the Bad, and the Ugly

The 1994 Gun-Free Schools Act (GFSA) requires a minimum one-year expulsion for students who bring firearms to school. Although GFSA is not a zero-tolerance law, many school policies enacted in response to GFSA are often referred to as "zero tolerance." Zero tolerance generally is defined as a school district policy that mandates predetermined consequences or punishment for specific offenses, regardless of the circumstances, disciplinary history, or age of the student involved (Education Commission of the States 2002). This article discusses the pros and cons of a zero tolerance policy, and presents recommendations for actions that school leaders should consider in finding a balance to their decisions.
