Implications of Australian proposals to restructure the remuneration system for higher education general staff are examined. Problems anticipated in waiting for, implementing, living with, and building on the final national agreement are discussed. The agreement is seen not as a solution but as enabling improved personnel practices and employee relations. (MSE)
