Improving Transition Education and Services: Paper versus Online Strategic Planning

Students with disabilities continue to have less than desirable post-school outcomes. In an effort to assist state and local education agencies improve education and services, a federally-funded technical assistance center created a capacity building model based on evidence-based transition practices. Research indicates that strategic planning is one of the most widely used organizational capacity-building tools (Allison, & Kaye, 2013) and results in improved performance and outcomes (Awino & Oeba, 2012; Bryson, 2011; Rigby & Bilodeau, 2013; Whittington, 2006). From 2006-2012, these plans were in paper format. Three years ago, the center replicated this tool online with embedded resources. This study assessed whether the quality of strategic plans increased using a web-based system versus a paper planning tool.
