A unique aspect of the Arizona career ladder project is the fact that each district was allowed to develop its own program design at the local level; to be evaluated on its own merits; and to initiate improvements cyclicly throughout the duration of the pilot-test. This document depicts outline descriptions for each of the 15 pilot-test districts. Each district has developed its own design, tailored to local direction. However, all programs contain: (1) developmental and competency steps or levels; (2) evaluation criteria for placement based on performance, personnel involved in making evaluations, quantity of classroom observations for evaluation, and the variety of sources of performance assessment other than classroom observations; (3) plans and procedures for showing student achievement; and (4) other key components unique to each district.
