In recognition of the reduction in the number of educational evaluators functioning in the nation's schools, it is argued that educational evaluation must be promoted because of its direct and personal benefit to the individuals who authorize such evaluations. Thirty-two content evaluation studies of teacher licensure tests were reviewed; and methodological differences were noted regarding evaluation focus, the stringency of the charge to expert panelists, and the manner in which panelists' ratings were analyzed.
