Popham, W. James – Evaluation Practice, 1995
In recognition of the reduction in the number of educational evaluators functioning in the nation's schools, it is argued that educational evaluation must be promoted because of its direct and personal benefit to the individuals who authorize such evaluations. An argument is presented to use with authorizers of evaluation studies. (Author/SLD)

Thirty-two content evaluation studies of teacher licensure tests were reviewed; and methodological differences were noted regarding evaluation focus, the stringency of the charge to expert panelists, and the manner in which panelists' ratings were analyzed. Normative expectations for such content ratings are prepared. (SLD)

This paper discusses how to determine whether a test was developed in a legally defensible manner, reviewing general issues, specific cases bearing on different types of test use, some evaluative dimensions, and evidence of test quality.
