The Effects of Training on Officer Response to Human Trafficking Cases

This embedded, single-case study involved one police department in a jurisdiction containing indicators that human trafficking is present. This research sought to determine if specialized training on the indicators of human trafficking and the victim-centered approach to investigating these crimes would increase the number of cases being reported and investigated by officers and lead to a higher incidence of victim cooperation and ultimately more prosecutions of human traffickers. It also sought to assess the officers' attitudes towards the prevalence or lack of human trafficking incidents within their jurisdiction. Using the Transfer of Training Theory, this study attempted to determine if the officers who took the human trafficking training actually used what they were taught in the training and applied it to calls that contained human trafficking indicators. This study analyzed two sets of data. The first set of data was a questionnaire distributed to the police officers immediately after the training class. The results of the questionnaire analysis yielded an overall positive response from the officers relating to the topic of human trafficking training. The second set of data was police reports containing possible elements of human trafficking. These were manually coded and analyzed for officer behaviors in how they treated the potential victims, by what types of questions they asked, and what types of after-care services they provided. This study found that there were significant positive changes in officer behavior within cases containing indicators of human trafficking. The results of this study indicate that an agency policy in the form of written directives would be beneficial in order to reach the goal of 100% officer compliance with proper human trafficking investigation techniques.
