Talking Back to Data: Comments on a Framework for Data Use

Coburn and Turner (this issue) present an intriguing framework for understanding how data has come to be used in the current high accountability environments in education. In this framework, they connect various processes of data use within organizational and political contexts. Data use is presented using an ecological perspective that deepens the current understanding of issues related to data use and the potential impact of data on practice. This commentary stresses issues related to the evaluation of data quality and the implications data quality has for potential data misuse. The authors' major goal is to further the understanding and discussion of data use started by Coburn and Turner (this issue) in their focus article. This commentary addresses three guiding questions: (1) What is the framework for data use proposed by Coburn and Turner (this issue)?; (2) How should "data" be defined and evaluated before "use"?; and (3) What should the authors consider in revising their framework for data use?
