Driving Digital Transformation in Education: Innovative Practices from the EU

The present report overseen by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) on behalf of the European Commission and the European Education and Culture Executive Agency as part of the contract for the implementation of the European Digital Education Hub, is the third report in a series promoting inspiring practices in digital education from the 27 European Union member states. Similar to the 2023 and 2024 reports, two inspiring practices have been selected and described for each country. To highlight other achievements of the European Digital Education Hub, the present report also includes a series of initiatives supported by the Accelerator programme. However, information was not equally available across all 27 EU countries, thus certain elements have been slightly differently analysed, interpreted and presented to inspire stakeholders within and beyond the Hub community. The 2025 report similarly looks at digital education initiatives, providing valuable insights into successful initiatives and identifying potential models for replication or adaptation. Digital transformation in education remains a key EU priority, that has set a common vision for high-quality, inclusive, and accessible digital education across member states, encouraging the adaptation of the education and training systems to the digital age. Thus, the targeted policy initiatives in this area have led to a wave of innovative practices and policies aimed at fostering a high-performing digital education ecosystem and enhancing digital skills and competences, some of which are included in this report.
