ProQuest LLC, Ed.D. Dissertation, Trident University International
The United States educational system has historically struggled to improve the student outcomes for African American and economically disadvantaged students (Meatto, 2019). This doctoral study analyzed the underlying factors that affected schools' performances in a central Louisiana school system over a five year period. Specifically, this study identified the characteristics of the district's top performing schools and its lowest performing schools to evaluate factors that affected student outcomes. Additionally, this study presented recommendations to improve outcomes, specifically for African American and economically disadvantaged students who attend chronically low performing schools in this central Louisiana school system. The opening of this study provides background information about this particular central Louisiana school system and its struggles to improve the outcomes for African American and economically disadvantaged students. The literature review focuses on the three key factors that affect student outcomes: socioeconomic status, school organizational structure, and teacher effectiveness. The methodology and research section lays out the methodology utilized, the findings, and provides recommendations to improve the outcomes of the African American and economically disadvantaged third through eighth grade students enrolled in the studied school system in central Louisiana. Keywords: chronically low performing, highly effective teacher, local education agency, mastery, prior student achievement, school performance, student outcome, Title I.
