This study is one of two containing the findings and summary of an evaluation of the Work Incentive Program (WIN). A national survey, involving 50 projects, the study focuses on three aspects of the program which include: (1) the degree to which the WIN population represents the Aid to Families with Dependent Children (AFDC) population, (2) the degree to which WIN enrollees become economicallly self-sufficient, and (3) the degree to which the WIN program contributes to the economic self-sufficiency of enrollees.
