A copy of the Comprehensive Employment and Training Act of 1973 (CETA) as amended in 1977 and a summary of the act's provisions with rationale for the amendments constitute this report. The 1977 version of the bill includes provisions for (1) extension of the authorization of all titles of CETA through 1978, (2) extension through 1978 the amendments of title VI of CETA made by the Emergency Jobs Programs Extension Act of 1976 to employ low-income persons in public service jobs, (3) waiving of some limitations on percentages of CETA funds to be used for specific titles, (4) provision to increase participation in CETA training and job opportunities for disabled veterans and Vietnam-era veterans under age 27, and (5) provision for the filling of elementary and secondary teaching positions with unemployed persons having previous teaching experience. The summary of the act restates its purpose (to provide training, employment, and other services leading to unsubsidized employment for economically disadvantaged, unemployed, and underemployed persons); describes the prime sponsorship system under which units of state and local governments are responsible for carrying out programs within their communities; and summarizes activities under the following titles of the act: Title I--Comprehensive Manpower Services; Title III--Special Federal Responsibilities; Title IV--Job Corps; Title V--The National Commission for Manpower Policy; and Title VI--Emergency Job Programs.
