This guide has been prepared to illustrate the development and implementation of a program offering comprehensive employment and training services for young parents. The guide is based on the experiences of the Parent Employment Program of 735, Inc., which was launched as a demonstration project with funds from the Massachusetts Governor's Youth Grant and the Medford Comprehensive Employment and Training Act (CETA) Consortium. The guide is designed for CETA Youth Coordinators and program administrators and provides background information necessary for deciding on program strategy. Topics covered include the following: identifying and assessing the need, program design and structure, critical issues, results and outcomes, client profiles, and strategies for getting started. Other programs in several locations and other states also are profiled. Appendixes to the guide provide job descriptions for Parent Employment Program personnel and a bibliography. (KC)
