The Chapter 1 district program for Superior, Wisconsin, is described in terms of the following: (1) district information; (2) program and project information; (3) goals and objectives; (4) coordination with regular and special school programs; (5) parent and community involvement; (6) professional development and training; (7) leadership; (8) instructional materials, methods, and approaches; (9) expectations for student learning and behavior; (10) school/classroom climate; (11) maximum use of academic learning time; (12) monitoring of student progress; (13) feedback and reinforcement; (14) rewarding and recognizing excellence; and (15) using evaluation results for project improvement. Fifty-nine percent of the Chapter 1 Kindergarten students moved on to the first grade after a year, and needed no further Chapter 1 services. (PS)
