Repeal of Employer Sanctions: An Advocacy Handbook.

This handbook comprises strategies that concerned individuals can use to petition Congress to repeal the Immigration Reform and Control Act of 1986 (IRCA). Despite the conclusion of the Government Accounting Office that the employer sanction provisions of the IRCA are causing widespread employment discrimination against Hispanics, Asians, and others who seem "foreign," Congress has shown little interest in addressing the problem. Rather than repeal, Congress seems to favor a number of alternatives, including a proposal to create a national verification system that would require all citizens and authorized workers to carry an identification card. A fact sheet, summaries of the findings of six selected studies on employer sanctions and discrimination, and the main arguments for repeal of employer sanctions are provided for those who wish to write letters, send telegrams, make phone calls, and visit the local offices of United States Senators and Representatives. Specific strategies are suggested for educating and lobbying the following groups: (1) Congress and the Administration; (2) local governments; (3) local media; (4) local labor unions; and (5) religious organizations. The answers to six commonly-asked questions about employer sanctions and copies of five recent newspaper articles are appended. (FMW)
