In New York State the Governor's Plan under the Job Training Partnership Act requires that the State Education Department allocate its Title IIA funds among three general program areas for local services: (1) basic skills preparation; (2) school to work transition; and (3) firm specific training. The Plan also provides for coordination of activities and the development of demonstration projects. Eight percent of the programs are targeted on economically disadvantaged individuals who are the hardest to serve. Examples and models of projects developed under these guidelines are provided, specifically the State Education and Employment Demonstration program (SEED). The models exemplify some of the roles that educational institutions and services can play in fostering economic self-sufficiency for disadvantaged persons and communities within the State. Part I provides project descriptions and aims of programs in Program Year 1984-85. Difficulties encountered in each program are indicated and a brief summary of results is included. Part II outlines projects that are funded for year 1985-86. In both parts, names and addresses of contact persons are provided so that local agencies can be reached for additional information. The document is also intended for school and district administrators in their efforts to create new relations with employment and training agencies and other community organizations to better serve the disadvantaged population.
