This report synthesizes information from many sources about state and local Job Training Partnership Act (JTPA) evaluation activities and issues. The report's five sections are interrelated, but each can stand alone as a discussion piece on JTPA evaluation. The first section, on the role of evaluation in JTPA, outlines the rationale for doing evaluation, distinguishes evaluation from monitoring, and discusses the range of evaluation options open to JTPA decision makers. The next two sections deal with the organizational context that must support JTPA evaluation activities--section 2 describes the national JTPA framework within which state and local organizations have struggled to develop independent evaluation capabilities, and section 3 examines the specific organization factors that appear most to have influenced how states and service delivery areas have responded to the JTPA evaluation challenge. The fourth section provides information about JTPA evaluation issues that have emerged at the state and local level. The final section highlights conclusions about the status of JTPA evaluation at the state and local level and offers recommendations to policymakers for improving the efforts. Concluding the report are 27 references; a note on the JTPA evaluation design project and the eight-volume set of evaluation guides produced by the project; sources of information for the report; and a directory of state and service delivery area evaluation activities.
