Opportunities for Improving the Institutional Manpower Training Program in South Carolina. Report to the Congress.

This study was conducted to assess the results of institutional manpower training in South Carolina conducted under the Manpower Development and Training Act at two skills centers, at 10 state instructional centers, and at public and private facilities throughout the state. The study found that about 72 percent of 9,800 trainees graduated, and about 77 percent of the graduates were employed. Recommended improvements include: (1) periodic surveys of employment opportunities, (2) intensive job development and placement services, (3) improved followup services for graduates and dropouts, (4) implementation of adequate controls over equipment purchased with Federal funds, (5) development of an improved reporting system, and (6) procedures for followup on implementation of recommended changes.
