Federal, state, and institutional student financial aid expenditures are tabulated by individual program in both constant and non-inflation-adjusted dollars for the years 1980-81 through 1987-88, with percent changes since 1980-81 noted. A study of college affordability compared changes in family income, Pell grants, Stafford loans, and state grants with changes in the average costs of public two- and four-year colleges.
