The issue of test user competency arises from the question of restrictions on the use of psychological tests. Predictive validities of scales developed to measure children's affective and cognitive attitudes toward school were examined in relation to the academic achievement of 430 female and 450 male 11-year-old Australians. The manual for the Boehm Test of Basic Concepts-Revised (1986) is reviewed. The test measures a child's knowledge of relational concepts. The revised version, eliminating some imperfections of the original, will continue to be a useful test of verbal concept acquisition. Cautions necessary while using the test are discussed. (SLD)

The national examination systems of Ethiopia and South Australia are compared with an eye toward identifying problems in the Ethiopian system. Authentic assessment, which has never been a part of the examination system of Ethiopia, should be introduced along with other innovations patterned on the Australian system. (SLD)
