Administrator Knowledge and Application of Special Education in Local Special Education Local Plan Area (SELPA)

Administrators at the site level oversee a varied selection of curriculums, staff, activities, and students. Understanding the complexity of the role of the special education administrator strengthens the need to be consistent with communication across all levels of administration both at the site and district level. This quantitative replication study with population and context-driven extensions study is the role of the administrator in providing the educational setting and structure to students with disabilities. Specifically, the extent of their knowledge regarding supporting and structuring special education programs at their school sites and how they apply their knowledge. This replication study was following a recommendation in the original study to expand to other states and incorporate more grade levels. This study focuses on a school district located in Southern California and will included both site level and district administration at all levels working and supporting special education students A survey of questions will be created and administered. By piloting similar research in another state and adding more administrators at various levels, the researcher can determine if similarities are consistent, or if they are inconsistencies due to geography, administration levels included, education levels, or number of years supporting special education. Findings included similarities and differences; however, the similarities far outweigh the differences primarily due to the expansion of all grade levels. The theoretical framework was based on Peter Senge's (2012) Systems Thinking Theory and Bolman and Deal's (2017) Four Frame Model for conceptual framework, program structure, people structure, and training and development. By utilizing systems thinking in conjunction with the four-frame model, administrators are able to both think and work simultaneously to have a bigger and sustainable impact on the organization as a whole.
