The purpose of Project ACCESS is to increase the capacity to provide information resources to aid educational decision-making and problem-solving, thereby leading to improved education in Colorado schools. This report presents a set of data pertinent to the evaluation of Project ACCESS during its first year of operation with value judgments regarding those data, and makes recommendations about potential decisions affecting the project. Participating in the project were a director, a professional resource specialist, and six field agents. The report contains a description and illustration of the resource linkage system; descriptive summaries of 19 interviews conducted with field agents, their supervisors, and a sampling of their clients at the four project pilot sites; and a summary based on questionnaire responses from field agent workshops.
