This program review guide discusses the Colorado Education Improvement Program, a process that enables local school districts and the Colorado Department of Education to provide quality education to Colorado's children, including migrant children. The purposes of the program are: (1) to provide a process for state education officials to supervise public schools; (2) to develop and maintain a school and community partnership for ongoing educational improvement; (3) to help all school districts improve educational opportunities for all state pupils; (4) to guarantee equal access to educational opportunities for every pupil; and (5) to determine compliance with legal requirements. The education program is composed of two elements. One element deals with improvement through technical assistance from the state's Department of Education. The other element centers on compliance monitoring through onsite reviews conducted by state education officials. The compliance review criteria are based on state and federal legal and procedural requirements. Compliance reviews are performed in the administrative offices of the local education agency and include a review of documentation on file, interviews, and the reviewer's general observations. This review guide includes the entire "Migrant Compliance Review Checklist," an assessment tool used by reviewers to assess migrant education in Colorado. Questions on the checklist deal with issues such as: program design and implementation; funds allocation; child and parent participation; school records; needs assessment, and program evaluation practices.
