Demographic Perspectives on Metropolitan School Desegregation.

School segregation is part of the cause and part of the effect of the metropolitan racial crisis. Metropolitan area school desegregation is a necessary element of any concerted attack on the complex of metropolitan racial problems. School desegregation is not, however, sufficient by itself. The author of this paper discusses metropolitan school segregation and desegregation from this broad perspective. An essential factor in the larger impact of urban school desegregation lies in the effective differences between a city-only approach and a metropolitan approach. Statistics cited from several metropolitan areas indicate that the crucial feature which keeps segregation high is the barrier between city schools and suburban schools. So long as students are not shifted between districts, the segregation index for a given metropolitan area will not be appreciably altered. The judicial system is able to resolve only the narrow questions presented to the justices. Consequently, this author feels that legislators should resume their function as definers of problems and seekers of solutions from a metropolitan perspective. The current economic and demographic changes taking place in urban areas must be closely examined and considered in focusing upon the problems of school desegregation. The "white flight" phenomenon is only one aspect of urban racial and economic problems. The interrelationship between schools and society indicates that effective policy in one area may bring about productive changes in the other. (Author/GC)
