A 1995 study investigated the effects of downsized U.S. military forces on Department of Defense Dependents' schools; implementation of a Community Strategic Plan; personnel changes; controversial staff development initiatives; and the achievement gap between racial, ethnic, and gender groups. Findings and implications from visits to five schools are discussed. (MLH)
