The publication enumerates the minimum standards for police services in Maryland which were developed by the Police Standards Committee of the Maryland Governor's Commission on Law Enforcement and the Administration of Justice. They are the result of intensive study after a series of public hearings held throughout the State at which testimony was received from private citizens, elected officials, and representatives of the criminal justice system. The standards cover such areas as training, equipment and facilities, salaries and benefits, services, staffing, manpower, and education and various procedural matters such as reporting procedures, standards for firearm use, and marking of police patrol vehicles.
