The final technical report of the Great Lakes Regional Resource Center summarizes special education activities in five major areas: state program development, educational appraisal, educational programing, sharing resources, and project accountability and administration. Explained are project goals of enhancing development, demonstration, implementation, and documentation in Indiana, Michigan, Minnesota, and Wisconsin. Described are methods used to accomplish center goals including technical assistance, training workshops, production and dissemination of documents and relevant audio-visual materials, development of trainers of trainers, evaluation consulting teams, and contracts for direct appraisal and programing for handicapped children. Among activities reported are model demonstrations of nondiscriminatory appraisal and programing for the emotionally disturbed, the autistic, and the profoundly impaired; training workshops on hearing procedures; nondiscriminatory assessment; differentiation between learning disabled and emotionally impaired students; prescriptive programing; and development of exemplary procedures for appraisal and programing. It is concluded that the four states were assisted to develop competencies and enhance awareness in order to strengthen their abilities to fulfill state and federal legislative requirements for appropriate educational appraisal and programing for handicapped children.
