This manual was developed to help counselors, teachers, and support personnel fulfill the requirements of the Carl D. Perkins Vocational Education Act (P.L. 98-524) in order to provide guidance and counseling for special needs students with activities that will enhance their education. Following a review of the provisions of the Perkins Act, the guide reviews four components of the Missouri Model for Comprehensive Guidance Programs: curriculum, individual planning, responsive services, and system support. The guidance activities are designed to meet the competencies of nine categories in the curriculum component of the Missouri Model: planning and developing careers, understanding and accepting self, understanding and getting along with others, knowing how drugs and alcohol affect the individual and friends, preparation for finding jobs, making decisions, finding jobs, improving basic skills and study/learning skills, and vocational selection and training. Classroom strategies with handouts are provided for each of the competency categories. Also included for further information are 28 references, a glossary, an organizational resources list, a description of Missouri VIEW materials, and a list of 67 suggested readings. An excerpt from the Missouri Core Competencies and Key Skills Handbook is included in the manual for easy reference, with the guidance activities that are correlated with core competencies and key skills.
