The objective of the study was to identify and analyze practices and procedures, rules and regulations, and public laws which hinder or prevent inmate training and postrelease employment and to recommend necessary modifications. Members of the project staff reviewed the literature on the subject and sought information and advice from consultants in New York, Maine, and other States. Visits were made to 10 correctional institutions in New York and Maine, and interviews were held with parole officers, corrections personnel, inmates, and ex-inmates. Research of legislation was conducted in both States, and surveys were made of policies and practices of State licensing and certification boards and major private employers. Sixty-six recommendations were made in the areas of institutional operation, training programs, employment, parole, and after care. Many of the recommendations are directed specifically at the States of New York and Maine, but other States with equivalent restrictions on the employment and treatment of offenders will find them applicable.
