This document is a synthesis and summary of five reports investigating the experience of New York State in the implementation of competency based teacher education. The document presents: (1) background information that determined the basis for the study; (2) description of project development procedures; (3) intervening variables encountered as the research progressed; (4) impressions of researchers regarding the feelings of respondents toward items not discussed in the questionnaire; (5) short summaries of each of the five reports included in the series; (6) a synthesis of major findings of the study; and (7) recommendations for policy making and program design processes. Appendices present (1) a glossary of terms, (2) the questionnaire, (3) data on responses, (4) financing of CBTE teacher development programs, (5) summaries of three related studies of competency based teacher education implementation, (6) extended summaries of each of the studies included in the research, and (7) a model for cooperative research.
