This paper describes Learning Link, a pilot project interactive communications system which provides support materials for the instructional television program of WNET/Thirteen, the New York Metropolitan area public television station. Features of the system are described, including databases, bulletin-board-like conferences, information libraries, and electronic mail, and it is suggested that Learning Link provides a potential model for effective and cost efficient servicing of precollege educational institutions on a regional basis. Some of the experiences and problems encountered in the system's development and operation are discussed, particularly those with broader implications for organizations interested in using technology to improve access to educational resources.
