Study results on the feasibility of and methods for providing non-traditional, postsecondary educational opportunities for the Fayette, Greene, and Washington counties area of Pennsylvania comprise this report. Summaries of the operations of the John Wood Community College in Illinois, the Hudson Community College Commission in New Jersey, and the Rio Grande Community College in Ohio, all colleges "without walls", serve as models for the proposed program and are examined in terms of opportunities under the Pennsylvania Community College Act. In ascertaining attitudes of potential students and other citizens towards establishing such a college in the tri-county area, surveys were made of 9,000 high school students, 4,153 adults, and 70 business, professional, and public service employers. Of adults, 50% felt educational opportunities were inadequate due to costs; 62% indicated a need for community college programs. Of students, 48% planned to continue their education past high school, and 11% indicated they would attend the proposed college. Employers identified areas where trained employees were needed; 52 felt the college would be helpful in meeting those needs. College enrollment estimates and service costs are reviewed. Appendices include county characteristics, detailed survey responses, copies of survey instruments, and basis for cost estimate information. (TR)
