Overview of E.S.E.A. Title I Projects in Wisconsin.

In this publication the programs described serve local school districts, neglected and delinquent children in state institutions, schools for the handicapped, and the children of migratory agricultural workers and migratory fishermen. Most Title I programs were operated in elementary schools. Reading, mathematics, and language arts were the most frequently offered instructional services and guidance counseling the most frequently offered supportive service. Wisconsin Title I programs placed more emphasis on preschool and kindergarten, cultural enrichment, and mathematics and less emphasis on supportive services and special education than other Title I programs across the country. The statewide evaluation of Title I projects indicated that with few exceptions, children made a month gain or more for each month of instruction in reading achievement. This standard has come under criticism because it is based on grade equivalent scores and because it fails to indicate whether Title I students are getting closer to their expected level of achievement.
