This report describes the program for financing public schools in Florida. The intent is to supply general information for those having a casual interest in state funding of schools and more detailed descriptions for the school administrator or the student of school finance. The first section of the report describes key features of the Florida Educational Finance Program (FEFP) and provides background information about local, state, and federal support of education in the state. To provide equalization of educational opportunity in Florida, the FEFP formula recognizes varying program cost factors, district cost differentials, differences in per student cost for equivalent educational programs due to sparsity and dispersion of student population, and required local effort. The second section identifies legal authorizations, outlines the requirements for participation, defines terms, and describes the current formula for distributing state funds to public schools. Appendixes supply details about selected parts of the funding program and summarize information about related state programs. (Author/IRT)
