This document reports the results of a workshop held to assess the impact of federal programs and legislation on manpower planning for scientists and engineers. Included are presentations relating to manpower utilization and planning via federal government agencies and professional societies for scientists and engineers. It was concluded that the governmental impact is substantial and permanent; better approaches, tools, and policies are needed to insure that government actions do not become overbearing nor counterproductive.
