The fifth volume of The State of Hispanic America is divided into four sections: Education, Health and Welfare, Business and Technology, and Beyond our Borders. In the first article Steven Arvizu presents Hispanic demographic growth data, describes the overall severity of undereducation among Hispanics, analyzes areas of controversy, and offers recommendations and strategies for educational empowerment. Next, James Reusswig reports on a study concerning Hispanic achievement and participation in one California school district. Both chapters in the Education section endorse the National Hispanic University model. Jane Delgado and Fernando Trevino examine national data on Hispanic health and the financing of health care, concluding that data on Hispanics is inadequate and access to health insurance programs needs to be increased. Susan Vanhorenbeck uses census information collected in the Annual Housing Surveys to examine the housing conditions of Hispanic American Households and compares them with other U.S. households. In "Hispanics and the Communications Industry," Henry Rivera outlines federal policies designed to encourage minority ownership, discusses opportunities for the Hispanic entrepreneur, examines the Minority Telecommunications Ownership Tax Act, and lists additional information sources. "Beyond our Borders" contains an examination of U.S. policy toward Central America by Tom Diaz and a discussion of religion and Hispanics by Frank Ponce. (CG)
