The objective of the final conference was to provide an opportunity for the 10 Associate institutions of National Project II to share what they had learned, both individually and as a consortium. Each institution had been chosen to participate in the project on the basis of an exemplary program for underprepared college students. This document provides summaries and conclusions reached at 15 workshops on the theme "Components of Programs that Work," of 8 workshops on program evaluation, and of 4 workshops on gaining internal and external support. Excerpts from five speeches considering the meaning and contribution of the project from federal and institutional perspective include those of Virginia Smith, Director of the Fund for Improvement of Postsecondary Education; Richard Donovan, Project Director; Congresswoman Shirley Chisholm on "Federal Trends in Funding for High-Risk Postsecondary Students"; William Birenbaum, President of Antioch College; and Associate Commissioner Herman Goldberg, Office of Education, on implications of the project for elementary and secondary education.
