The proceedings of a conference on the status of Higher Education Opportunity Programs are presented in this volume. The main concern throughout the conference was the loss of identity of the special programs that would come with their mainstreaming or institutionalization within the college. Counselors complained about the enormous paperwork and tie-ups that are generated by the application format for these programs. Late return of student applications was also discussed. One of the issues considered was financial aid for the independent or emancipated opportunity student. The conference aimed at looking for ways of improving the following: program effectiveness, the utilization of college resources for program administration, bilingual and bicultural programming, the detection and effective use of fiscal resources, student achievement, curriculum management, math and science learning skills, reading and writing skills, diagnostic testing, achievement motivation, the orientation of students to campus resources, the provision of personal and academic advisement, educational opportunity in the world of work, access to graduate and professional schools, career counseling, evaluative research, and the tapping of community resources.
