The conference program, a list of participating institutions and agencies, three manuscripts, and an outline of themes and speakers of past conferences are included in this report. The focus of the conference was public accountability to higher education. The following presentations were made: "The University and the Community: A Janus View," by Warren B. Armstrong; "Governmental Interference with College and University Autonomy," by Morton S. Baratz; and "Vulnerability in College Teaching," by Kaoru Yamamoto. The first address discusses what constitutes a liberal education in our present society and suggests that the university must be as responsive to the needs of society as possible but emphasizes that its central mission is academic. The second address discusses academic autonomy, cites specific acts of encroachment upon academic autonomy by government, and suggests approaches for dealing with the situation. The third address presents a way of conceptualizing the teaching process, which involves interactional variables occurring between the teacher and learner. (SW)
