This report begins with a general description and highlights of the proceedings of the Youth Corps Exchange Project workshop which dealt with problems of recruitment to the corps and which was the first of six related workshops held during the 1986-87 period. Discussed in the report's second section are the following issues related to corpsmember recruitment: low visibility, lack of diversity, minimum wage, and attrition. The third section presents national and local strategies for dealing with these four problems. The following possibilities are discussed for dealing with low visibility: contacting local groups, using the media, targeting advertising, looking for volunteer help, having everyone recruit, and being comprehensive. Program design, targeted advertising, office location, and sensitivity are all discussed in terms of dealing with the problems caused by a lack of diversity. It is suggested that recruiters emphasize the youth corps' long-term benefits and goals and total benefit package as a way of dealing with the fact that the program offers only a minimum wage. Prescreening, developing a training program, expanding members' horizons, and celebrating corpsmembers are all examined from the standpoint of reducing attrition. The final section describes the action plans that have been developed by the following organizations to improve their corpsmember recruitment programs: The Vermont Youth Conservation Corps, Minnesota Conservation Corps, Michigan Youth Corps, Michigan Civilian Conservation Corps, Greater Atlanta Conservation Corps, Los Angeles Conservation Corps, Marine Conservation Corps, Maryland Conservation Corps, Wisconsin Conservation Corps, and the A-Team.
