This document includes five reports originally presented at two meetings of the International Federation of Library Associations (IFLA) held respecively in 1985 and 1987. In "Public Policy on LIbraries," Hector Wynter, a member of the Jamaican Parliament, describes the role of the legislator in the development of libraries in Jamaica. "The Role of the Polish Librarians Association in the Creation of Library and Information Policy in Poland," by Stefan Kubow, president of the Association, provides a historical summary of its role in influencing the formation and implementation of government policy concerning libraries and information in Poland. "Political Persuasion by Library Associations for the National Development of Libraries--The View of the Scandinavian Library Association" (Margareta Torngren, Swedish Library Association) focuses on the efforts of library associations in Denmark and Sweden to promote the development of public libraries; and "The Role and Importance of a Small Nation's Librarians Association within the Multinational State" (Martina Sircelj, Slovak Library Association) describes the development of Slovene libraries and current challenges faced by Yugoslav library associations. Finally, in "Persuading Politicians to Support U.S. Libraries," Eileen Cooke of the American Library Association (ALA) describes the ALA's efforts to win Congressional support for library programs.
