This report summarizes the presentations and discussions at an international seminar designed to provide an opportunity for the exchange of ideas about maximizing the use of information technology as a strategic weapon for achieving organizational changes and goals, and for achieving a competitive advantage. Among these presentations were the papers and case studies commissioned under the United Nations Centre for Regional Development (UNCRD) Research Project on the Evaluation of Information Systems Projects and Training Programmes in Computer-Assisted Regional Planning. A number of issues and problems relevant to information management were identified at the seminar, including user participation in information systems design; the human dimension of information technology; training of staff at all organizational levels; and organizational issues. The major problems discussed included how information technology can best be used to establish competitive advantage and improve the quality of life; how such technology can be established through a hierarchy of communications networks and how the social infrastructure can be provided; how to provide the technical and organizational expertise needed to operate the software and to organize its use in a variety of contexts; how to generate cost effective solutions in the introduction of information technology; and how to closely monitor the changes in the transition to an information society. The text is supplemented by various diagrams and tables, and four appendices contain lists of papers presented, participants, and the drafting committee members, and an aide-memoir for the seminar.
