The final conference of the Council for Cultural Co-operation's Project No. 8 on "Innovation in Primary Education in Europe" was held in Nice, France from November 30 to December 2, 1987. Involving approximately 120 participants, the conference brought together delegates from the Council's member states, representatives of the Standing Conference of Local and Regional Authorities of Europe, and observers from the host country, non-member states, and other international institutions and international non-governmental organizations. Contents of this general report of the project's final conference provide: (1) a statement of the aims of the conference and the conduct of the proceedings; (2) a description of Project No. 8 and its historical background; (3) a summary of conference speeches concerning, first, the presentation of the project's final report and, second, external assessment and self-assessment in the school education system; and (4) a synopsis of discussions and conclusions of working groups. Appendices provide lists of participants, case studies carried out in the course of the project, and contact schools; a paper more extensively discussing external assessment and systemic management, self-assessment and autonomous management, and negotiated assessment and interactive management in the school education system, in terms of natural science, human science, and comprehensive sciences models; and the conference agenda.
